Rights before polish.
A public repository is not permission. A candidate enters the manual-order catalog only when a pinned source and explicit commercial redistribution license agree.
- Pin. Record repository, commit, file path, blob hash, retrieval date, and author trail.
- Read. Verify the license text, commercial rights, redistribution rights, and required notice.
- Separate. Keep license verification distinct from source checks and model output tests.
- Edit. Add safe variables, ordering, compatibility, failure limits, quick starts, and attribution.
